Which one to use is determined at runtime by the language setting of the operating system.
Etc.Obtaining a PSU file from a PS2 memory card is possible using MaxDrive and PS2MemConv (for conversion between .max and .psu), or other ways. This program does not present a method to obtain a PSU file.
